It's sort of like dressing up as a character from a book, movie, series or comic etc. and it's usually done at an event or something, for example; comic-con, but it can be done in your free time, for fun.

My sister's going to comic con in London tomorrow and the next day, and she's going as the female version of captain america, I helped her make her shield. (I'm not allowed to go, which is the most frustrating thing in the history of forever...but if I was going I would be BMO from Adventure Time, or Gir from Invader Zim.)
